I know that all apps in the app store are covered by a default EULA that apple provides.

However, I am unsure if they have something similar for beta testing apps through TestFlight.

In app connect under TestFlight there is a textbox for License Agreement.

Must I provide my Beta test license, or is there an implied beta license somewhere inside TestFlight that TestFlight users agree to?

It looks like all Beta Apps tested through TestFlight are included in the TestFlight terms and conditions.
